The scope includes accounting services, internal controls, and property management to address audit findings, improve financial processes, and ensure compliance with applicable laws and regulations. Key Tasks: Accounting Services: Execute financial transactions and provide general accounting and reporting. Support payment processing using systems like G-Invoicing and the Invoice Processing Platform (IPP). Perform administrative functions within the FSC Operations Division. Internal Controls: Develop and assess financial and IT business process controls. Conduct testing, risk assessments, and document results. Monitor and implement corrective action plans (CAPs) to address deficiencies. Property Management: Review property acquisition and disposition documentation. Validate accounting treatment of property actions and ensure compliance with USCG policies. Enter property transactions into the financial system of record and support over 800 field units. Labor Categories: The contract requires personnel across various roles, including Project Manager, Senior Analysts, Subject Matter Experts, Auditors (Senior, Intermediate, and Junior), and General Clerks (I and II). Key personnel must meet specific qualifications, including relevant degrees, certifications (e.g., PMP, CPA), and experience in financial management, auditing, and internal controls. Deliverables: Contractors must provide: A project plan within 10 days of award and updates as required. A Business Continuity Plan (BCP) within 60 days of award, updated annually. Monthly status reports summarizing work performed and progress. Timely deliverables reviewed and approved by the Contracting Officer?s Representative (COR). Performance Expectations: Contractors are expected to maintain a 40-hour workweek during FSC operating hours (6:00 AM?6:00 PM, Monday?Friday) and ensure continuity of support. Telework may be permitted with an approved plan. The government will provide workspace and equipment as needed, but contractors must furnish additional resources as required. Contract Period: The contract includes a 12-month base period (September 2026?August 2027) and four 12-month option periods, extending through August 2031. Objective: The primary goal is to strengthen USCG?s financial management capabilities by sustaining policies, achieving a clean audit opinion, improving financial reporting accuracy, and ensuring compliance with internal controls and federal regulations.
